The Dover Police Department took Herzog into custody June 14 and notified the Harrington Police Department.  Harrington Police charged Herzog with offensive touching and criminal mischief.  She also faced additional charges, according to officers.  Herzog was processed and arraigned by the Dover Police Department.  No bond information was available.
